This change will require apps to no longer be able to write to the root directory of the device's storage, unless absolutely necessary, and require the permission of Google to do so.
So applications like WhatsApp will have a directory where they can save their files, only the application itself can write data.

WhatsApp
Click on the image you want to transfer from messages
Click the image in the gallery from the image information at the top right
From here, you can copy and move the image to a different root directory location
